Scheduled Outage: 3/21

The electrical system infrastructure upgrade is currently in progress in the area of Route 251 North, Bethel Road (east and west of Route 251), Lynnville Road, and portions of Kent, Queens and Kings Roads. 36 customers in that area will experience a power outage on March 21st, 2018 from 8:00 am until no later than 3:00pm in order to work on the upgrade. The affected customers have been notified of the outage via mail.

Rochelle Municipal Utilities wants the community to be aware that there will be RMU utility workers and/or contract workers in that area. Please remind children to stay away from the equipment. Residents should also be aware that RMU workers may be on their property marking the placement of underground infrastructure and upgrading the system. Residents are asked to please leave the flag markers in their yard until the work is completed.

Homeowners are not required to place their secondary service underground; however, RMU is offering an underground incentive to homeowners in the area where work is occurring. If a homeowner has an overhead secondary service going to the home and wishes to replace it with an underground service, RMU may pay for the materials needed to get the new underground service to the home.

Irene Avenue from Main Street to Dennis will be closed tomorrow February 1 for an underground sewer repair. There will be no parking on that block while the repair is taking place. We anticipate that this will take no longer than one day if all goes as planned.

Rochelle, IL – Thursday, January 18th, 2018, RMU Water Operators repaired the water main break in the 300 block of Knoll Drive. The water issue in the 1000 block of Westview Drive has also been resolved. No boil orders will be issued.

Thursday, January 18th, 2018, RMU Water Operators will repair the water main breaks in the 300 block of Knoll Drive and in the 1000 block of Westview Drive. It is not known at this time if a Precautionary Boil Order will be issued. If a boil order is issued, notices will be distributed to the affected customers. Further updates will be issued as soon as available.

Two Water Main Breaks 1/15/2018

There are two water main breaks, one at the 100 block of May Mart Drive and the other at the 200 block of School Avenue. Please use caution while driving through these areas. We will post again if a boil order comes in effect.

The electrical system infrastructure upgrade is currently in progress. Some areas will receive new wires, either overhead or underground and others will receive utility pole replacements.

Rochelle Municipal Utilities wants the community to be aware that there will be RMU utility workers and/or contract workers in the area of Route 38 North and in the Brookside Drive area. Boring for the underground wires will be occurring in the back yards. The work will be done mostly Monday through Friday during the hours of 7:00 am until 5:00 pm. However, some Saturday work may also take place.

Please remind children to stay away from the equipment. Residents should also be aware that RMU workers may be on their property marking the placement of underground infrastructure and upgrading the system. Residents are asked to please leave the flag markers in their yard until the work is completed.

Water Main Breaks - 1/3/18

We have water main breaks being repaired today in the 500 block of North 9th Street and at Carrie Ave & Joanne Lane. Please use caution while driving through these areas. We will post again if a boil order comes into effect.

Northern Illinois Disposal Services provides waste collection which includes garbage, yard waste and recycling to the residents of the City of Rochelle. In addition, the City of Rochelle Street Department provides city residents with large brush pickup and seasonal leaf vacuuming. In an effort to cover all of the City of Rochelle Street Department’s costs for landscape waste processing, the city council approved increasing the landscape waste fee from $1.49 to $3.13, effective January 1, 2018.

Currently, all garbage and landscape fees are listed on the RMU utility bill as “Garbage”. In order to provide more transparency to our customers, the garbage fee and the city landscape waste fee will be listed on the bill as two separate line items. For example, one line item will state “Garbage $9.87” and the other line item will state “Landscape Waste $3.13”.

Trash Collection Delay for Holidays

Trash collection will be delayed a day for the Christmas and New Year's Day Holidays. If your pickup is typically on Tuesday, it will happen on Wednesday. If your pickup is usually on Wednesday, it will be delayed to Thursday.

Hydrant Flushing - 12/19 & 20

Hydrant flushing continues throughout the community this week.  Residents may experience discolored water which is easily flushed out by running the cold faucet for a few minutes.

Rochelle Municipal Utilities has begun construction of a new Well 11 Radium Treatment facility which is financed by the Drinking Water State Revolving Fund (SRF). The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency. In addition to the radium filter treatment, this project includes a 3,270-square foot building, chlorine, phosphate, and fluoride addition, a sanitary sewer extension and filter backwash tank, detention and site grading, and a new access road to the facility. Once complete, it will improve water quality for area residents and businesses in the City of Rochelle by reducing the combined radium concentration in the water. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.

Underground Electric Replacement

RMU Electric Crews will be replacing underground service on BeeBe Drive, Corey Lane and Carriage Drive beginning Monday November 13th. Please seer clear of any equipment in the area. 

The RMU Water Department will host an Electronics Recycling Drop-Off Day for RMU Customers on Saturday November 25 from 8am-Noon. Those dropping off items will be required to show a photo ID

Acceptable items for drop-off include: televisions, monitors, printers, computers, fax machines, keyboards, electronic mice, VCRs, portable digital music players, video game consoles, small scale servers, scanners, digital converter boxes, cable and satellite receivers, and DVD players.

Alternate electronics recycling options include:

• Ogle County Solid Waste offers a drop-off location at 909 West Pines Road on the last Friday of each month. For details, call 815-732-4020.

• Ogle and Lee Counties typically host collection events in the spring and fall and alternate between locations in Dixon and Oregon. For details, call 815-732-4020.

• The City of Rochelle will host two collection events at the treatment plant each year for Rochelle residents only.

Engineering and Architectural Design and Construction Services
for Water Reclamation Improvements

The City of Rochelle, Illinois (the City) is soliciting Requests for Qualifications (RFQ) for Architectural and Engineering Services and so desires to choose the best qualified firm based on the RFQs submitted in accordance with the requirements contained herein.

In order for your Request for Qualifications (RFQ) to be considered, it must be submitted to the City no later than the date and time as stated above, at which time respondents to this request will be recorded. Any RFQs received after the deadline specified above will not be accepted and will be returned unopened.

The Request for Qualifications must be signed by an authorized official of the engineering/architectural firm, and it must be submitted in a sealed envelope or container and labeled with the above RFQ title.

This solicitation does not commit the City to award, or to pay any costs incurred in the preparation of the RFQ, or to contract for services. The City reserves the right to accept and/or reject any or all RFQs received as a result of this request, or to cancel in part or in its entirety the Request, if it becomes in the best interest of the City to do so.

Request for Qualifications
Engineering and Architectural Services

The intent of this RFQ is to have firms under consideration specifically address the services required and to provide a well-considered response to this request. Deadline for submissions is (October 10, 2017 at 2:00 P.M.).

PROJECT DESCRIPTION
The City of Rochelle, Illinois submitted a Facilities Plan report to the IEPA on July 18, 2017 to become eligible for funding for needed improvements to their water reclamation plant. The water reclamation improvement projects included in this RFQ are detailed below.

System 1 Lift Station Modifications
Convert the existing wet well/dry well lift station into a submersible lift station and replace the existing bar screen with a fine screen.

Preliminary Building Fine Screen and Grit Classifier Replacement
Remove and replace the existing headworks screen.

SCADA System Replacement
Replace the existing SCADA system which controls the operations of the water reclamation plant and lift stations.

Administration Building Expansion
Construct a ±1,800 square foot building expansion to the existing administration building. The building expansion will include staff offices, SCADA office, conference room and break room.

Centrifugal Blower Replacement
Replace existing 250 HP centrifugal blower(s) with a high efficiency blower(s). As part, evaluate the impact of bypassing an existing 10 million gallon anaerobic lagoon which serves as a pretreatment facility to the main plant.

SCOPE OF SERVICES
The design and construction phase services for the projects described above include but are not limited to the following.

Design Phase

• Prepare construction drawings
• Prepare bidding and contract documents
• Prepare technical specifications
• Prepare and obtain permits from all governmental agencies with jurisdiction for the project.
• Design meeting with owner.
• Prepare all IEPA Water Pollution Control loan application documents.

Construction Phase

• Conduct pre-bid meeting and bid opening.
• Evaluate bids and prepare award recommendation.
• Submit bid documents to IEPA to obtain loan agreement.
• Conduct pre-construction meeting for project.
• Review shop drawings.
• Provide construction observation service either on a part-time or full-time basis.
• Prepare pay requests and request reimbursement from the IEPA loan program.
• Prepare record drawings upon project completion.

SUBMITTAL REQUIREMENTS
Interest firms shall submit a concise statement of the firm’s qualifications, which includes the following information, documented in the manner and order outlined as follows.

Cover Letter

General Firm Information
• Name, contact person, address, phone number and e-mail.
• Brief history of firm including list of services provided and number of employees.

Project Approach
• State understanding of the proposed project and the project approach that will be used for the completion of the proposed scope of work.
• State understanding of the IEPA Water Pollution Control Revolving Fund Loan program.
• Provide a proposed project timeline for the completion of services requested.

Project Team
• List professional and support positions, along with their roles as part of the Project Team.
• Provide resumes of all personnel who will be part of the Project Team.
• List professional consultants outside your firm you propose to subcontract with for professional services for this project. Provide specific information on the outside firm and its team members.

Similar Project Experience
• Submit a list of three to five similar or related projects and provide the following:
o Name of Project
o Location of Project
o Project Description
o Project Cost
o Services Provided
o Client Contact Information
o Relevant project photographs, drawings or renderings

Other Submittal Requirements
• In a one-page narrative, explain why your firm is uniquely positioned to be the selected firm for this project.
• Provide verification of General Liability and Professional Liability Insurance coverage.
• Provide verification of firm’s license in the State of Illinois.

RFQ DELIVERABLES
All interested firms should provide five (5) bound copies of the requested RFQ information and a pdf of the RFQ information on a DVD. Facsimile or e-mail submittals will not be accepted. EVALUATION
The City will review and evaluate the RFQ documents received based on the content of their submittals. Factors that will be considered include, but are not limited to the following:

• Experience, Availability and Qualifications of Project Team.
• Experience with similar project types.
• Client references.

Once the submittals have been reviewed the City may request firms to perform an interview. However, if a best RFQ is clearly identified by the City there will not be a need for interviews. The City may award the individual projects to a single firm or to multiple firms. All firms submitting will be notified in writing upon the completion of the selection process.

RMU Warns Customers of Phone Scam

RMU is warning customers about a possible telephone scam. The phone calls appear to be part of a scam designed to obtain personal information and/or money from customers. The calls are not authorized by RMU.

In the reported instances, customers are told they are behind on their electric bill and must make a payment immediately to the caller or face disconnection of their electric service.

RMU is urging customers not to respond to these fake calls. Customers who have received such calls can report them to the Attorney General Office’s Consumer Fraud Hotline at 1-800-386-5438 or the RMU Customer Service office at 815-562-4155.

RMU wants to warn customers to be aware of these calls and suggests the following tips if such a call is received:

• Never reveal your credit card and/or bank information to anyone unless you are certain the contact is legitimate. Know who you are dealing with.
• If the caller insists you complete a transaction, hang up immediately. RMU representatives do not conduct business in this manner.

Cross Connection Survey

The Illinois Environmental Protection Agency (IEPA) requires that all water systems in the State of Illinois have an effective Cross Connection Control Program. Cross connections within the public water supply are a serious concern, as they can allow contaminants or pollutants to enter the public water system through what is called "backflow". Backflow occurs when a drop in water pressure causes your water to flow in the opposite direction. This can allow contaminated or polluted water to flow back into your drinking water. Given IEPA regulations and the dangers that exist from unprotected cross connections, it is necessary to establish and maintain an effective cross connection control program to protect both the integrity of the City of Rochelle's water supply as well as protect the water customers.

One necessary component in this program is a survey of the water system to determine where cross connections exist. A survey is being included with all of the RMU utility bills. RMU is requesting customers complete and submit the survey to Rochelle Municipal Utilities.

Scheduled Outage - Friday 9/8

The RMU electric division is planning a scheduled outage for Friday September 8th in the following area:

-West side of Meadow Lane
-East Side of 2nd Street between McConaughy and School.

May School and Rochelle Community Hospital will be affected during this outage, however school is not in session on this day and the Hospital will be using generator in place of their north power feed.
