Superintendent of RMU Water/Water Reclamation Adam Lanning has announced that the System 1 Sanitary Sewer Replacement project will begin along Veterans Parkway on Monday, February 22nd. Civil Constructors, RMU’s contractor, will be performing the work which includes the construction of approximately 3,300 feet of 24” diameter sanitary sewer. No road closures are expected at this time. Motorists are urged to use caution while traveling in this area.

Brookside Drive Closing

Public Notice


New Well and Elevated Water Storage Tank


The City of Rochelle, Illinois recently began construction of a new drinking water well, known as Well 12, and a 750,000 gallon elevated water storage tank. The improvements are located on Hayes Road and include a well building, well pump and nearly 6,000 feet of water main. Financing for this project was provided by a low interest State Revolving
Fund (SRF) loan from the Illinois Environmental Protection Agency’s Public Water Supply Loan Program (PWSLP). The PWSLP is funded by both state and federal sources. The $4,300,000 loan has an interest rate of 1.86% and will be repaid over 20 years. Once complete, the infrastructure will improve water quality for area residents and businesses in Rochelle as well as increase water storage. The PWSLP operates in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.

Wind Outage Update - 11/12/15

Since the high winds started yesterday, RMU customers have experience one power outage in the Hillcrest area. At approximately 2:04 am an electric feeder was opened. Tree damage from the high winds appeared to be the cause. Power was restored to all customers by 5:23 am. Tree trimmers have been notified and will begin trimming trees in the area on Monday.

The 600 Block of South 1st Street is closed on November 3 for the completion of underground water repairs.  Please use caution while traveling in this area.

The 600 Block of South 1st Street will be closed on Monday November 2 and possibly November 3 for an RMU Water repair.

Residents and motorist are reminded to pay special attention to the advance warning signage, road closed barricades and other temporary traffic control devices within the work zone.

RMU has created a partnership with Rochelle’s local HVAC contractors and two product vendors Bes-Tech and REGEN for a Roof Top Unit Add-on Incentive program.

RMU will rebate up to $3,680 of the cost of the Bes-Tech’s Digi-RTU add-on for RTU’s of sizes 1-20 ton. For the REGEN product RMU will reimburse 50% of each complete installation.

RMU has provided training to the local HVAC contractors Anderson and C&C who are certified and ready to take orders for installation of these Add-ons which provide up to 40% energy savings. The performance has been verified by RMU in two local facilities over the summer of 2015 based on a Grant from American Public Power Association’s DEED program (Demonstration of Energy & Efficiency Developments).

Criteria for RTU’s to be accepted into the program: The rooftop unit has to be well maintained, not older than 20 years and needs to be under a three year maintenance program. The unit also had to be operating within its design parameters. The unit has to be connected into RMU’s demand management system which requires the facility to be part of partial curtailment during the 20 days of peak alerts during the summer. Environmental requirements will be managed during those days by the technology that these products provide.

RMU is continuously looking at ways to reduce cost of energy to its customers in Rochelle and surrounding areas.

As part of receiving a $50,000 grant from APPA DEED, RMU was invited to present the project at the APPA Regional Conference in Austin Tuesday October 20th.

This is the presentation RMU delivered at this prestigious nationwide American Public Power Association Conference.

It was received in high regards as being a truly unique and innovative way to use technology in an efficient way for a small utility to save energy costs for commercial customers.

Phase 1 of the electrical system infrastructure upgrade is currently in progress. Some areas will receive new wires, either overhead or underground and others will receive utility pole replacements.

Rochelle Municipal Utilities wants the community to be aware that there will be RMU utility workers in the residential neighborhoods, mostly Monday through Friday during the hours of 7:00 am through 5:00 pm. However, some Saturday work may also take place. Currently, work is being done in the residential area west of N 7th St in the north part of town.

Please remind children to stay away from the equipment. Residents should also be aware that RMU workers may be on their property marking the placement of underground infrastructure and upgrading the system. Residents are asked to please leave the flag markers in their yard until the work is completed. Residents will be able to identify the workers by the RMU name on their trucks and uniforms.

Today RMU operates 3 generating stations. RMU also utilizes a 312 kW photovoltaic solar plant at the water treatment facility.

Judge Pallmeyer issued her ruling on the motion to remand and motions to dismiss yesterday afternoon August 13th.

Rochelle Municipal Utilities is pleased to announce successful integration with the Regional Transmission Operator PJM. This is the final step in concluding the activities that are required for the earlier press release regarding the successful order from FERC as to RMU’s annual Transmission Tariff.


According to Dan Westin of RMU: “This has been a horserace since the hour we received the FERC Order June 23rd. Every hour has counted.
The best way to describe the complexity and impact of this project is the sheer number of personnel from many different organizations adding up to over one hundred fifteen. These people are in organizations such as government regulatory entities such as FERC, reliability oversight institutions such as NERC and Reliability First, Engineering Firms such as Gridforce, Power Systems Engineering, Sargent&Lundy, accounting firm Baker Tilly, training entities such as SOS International, PJM’s personnel in all disciplines, COMED’s personnel in Network Design and Operations, further Regulatory and Tariff Guidance, Boardman and Clark, Bethel Electric Rate consulting and of course all the personnel in RMU’s Generation Plant as well as Transmission and Distribution, Advanced Communications and admin.”

Electric Superintendent Hired

City Manager David Plyman is pleased to announce his appointment of Jason Bird as the Superintendent of Rochelle Municipal Utilities’ Electric Department. Bird comes to Rochelle after serving the City of Princeton, Illinois as its Superintendent of Electric and Telecommunications since 2007.

Bird will officially join the City of Rochelle on August 17. “I am excited about the opportunity to join Team Rochelle,” Bird said. “I am looking forward to being a part of such a dedicated team of professionals. I believe that my skills and past experiences will help Rochelle continue to grow,” he continued.

Bird, 51, has served the City of Princeton for over 30 years in its Electric Department. He began his career in Princeton as an Apprentice Lineman in 1985. In addition, he previously held the position Superintendent of Electric Distribution. Under his supervision, the Princeton Electric Department has earned the prestigious Safety Award – First Place from the American Public Power Association for the past nine years. The APPA has also awarded Princeton its RP3-Diamond Level Award.

Prior to his linesman apprenticeship, Mr. Bird attended Bethany Lutheran College in Mankato, Minnesota. He is a long-time resident of Princeton. He has coached wrestling and soccer at Princeton High School for 29 years. He is married to Susan and has three sons and two granddaughters.

July 8th Power Outage

On Wednesday, 7/8/2015 at approximately 5:41 am, power went out in the Southview area. The outage was due to a squirrel chewing on a line which opened a feeder at the substation. 856 customers were affected. Power was restored to all customers by 6:45 am.

Rochelle Municipal Utilities is pleased to announce the receipt of a FERC (Federal Energy Regulatory Commission) Order for its Transmission Tariff.

Rochelle Municipal Utility applied on April 7th 2015 for a tariff for its 20 miles of 138 kV transmission assets.

The tariff allows for $ 1.2 Million per year in operational revenue requirements which essentially comes into RMU as power purchase credits.

Next year this tariff will increase to $ 1.7 Million per year. Over a 30 year period the net present value of these credit streams amount to tens of millions of dollars.

According to Dan Westin of RMU: “This amazing result is a game changer for RMU and Rochelle. Another very unique asset in Rochelle has been positioned for maximum value for RMU’s customers and the citizens of Rochelle. In addition to these credits this project has also created a full inventory of RMU’s electrical enterprise’ capital assets as well as a complete set of operational procedures in the areas of PJM integration agreement, zonal Interconnect agreement, zonal restoration plan, Data Interconnection diagrams and other key procedures for the provision of electrical service reliability. It also provides for new job function opportunities for RMU’s personnel.”

RMU's new generators by the Caron Rd Substation had their real induction today during the summer season's first peak day. The 6 MW generators started up perfectly and provided peak shaving during the critical hours of 2 pm to 5 pm per the peak alert from the electric power region.
 
Per Dan Westin of RMU, "These units today added 60% to RMU's existing peak shaving capacity which is a tremendous relief in bringing down capacity charges that RMU pays to have energy transported into Rochelle."
